EnerVista 745 Setup

This version introduces additional modbus registers to represent power meter values in IEEE 754 single
precision float-point format.

Float-point format allows modbus actual values to be precise to at least 3
significant digits on a single scale. Scaling of float-point format is independent of set-points for CT
